Robert Dutch, Ed.D.
Director of Business and Finance

Robert Dutch has served in a leadership capacity for over twenty years. He has been the Business Manager since 2020 at the Scituate Public Schools. He had been the Superintendent/Business Manager from 2012 through his retirement in 2020 at Upper Cape Cod Regional School District. During that time, he successfully transformed Upper Cape Tech from a school of last resort to a competitive, highly desirable admission school with a significant waiting list. Under his leadership, Upper Cape Tech moved from being ranked at or near the bottom of every statistical accountability category to one of the top ranked technical schools in the Commonwealth of Massachusetts. During his tenure as Superintendent/Business Manager he was able to garner unanimous support from five towns over eight consecutive years of developing and presenting the budget, facilitated campus expansion through implementing and financing construction projects at no cost to member towns, strategically negotiated three successor contracts prior to the expiration of the previous contract, and attained multiple bidders for services and goods for the first time by modifying bid specifications. Additionally, he expanded athletic and extra-curricular programs.

During his thirty-eight years in education, in addition to serving as a Principal, Assistant Principal, and Department Head, Robert has been a classroom teacher, coach, Director of Afterschool programs and Curriculum and Assessment Specialist.

Robert has been recognized both statewide and nationally having received the Lifetime Achievement Award for Making a Green Difference from Project Green Schools. He has presented workshops at the Massachusetts Association of School Committees, National Science Teachers Association conference, National School Board Association conference and the ASCD convention several times.  He has also presented at several national conferences on topics related to effective, efficient, and innovative use of resources. 

Robert understands the importance of community involvement and is therefore significantly involved as a member of several Boards of Directors throughout Cape Cod. He has served as President of the Massachusetts Association of Vocational Administrators, Vice-President of the Bourne Financial Development Committee, and President of the Rotary Club of Bourne-Sandwich.  

Robert was born and raised in Philadelphia, PA.  Robert was a student-athlete participating on the swim team at Boston University where he earned his Bachelor of Science Degree. Robert earned his Masters of Science Degree in Educational Leadership from Bridgewater State University and earned his Doctorate from Northeastern University. 



The School Department Business Office provides financial management and support for the instructional programs of the district as well as providing financial oversight of all of the district’s local, state and federal funds.  This includes:

Development of the district’s operational budget for the School Committee.

  • Financial monitoring of the district’s programs and grants budgets.
  • Procurement of all materials, supplies, and contracted services.
  • Accounts payable, accounts receivable, payroll.
  • Financial reporting to the School Committee as part of the management information system.
  • Oversight of the Transportation Department, Food Services and Facilities Management.
  • In addition, the department works closely with the Human Resources department for payroll and benefits.
